SALEM — City council gave Mayor John Berlin the go-ahead Tuesday to accept a small cities grant to repave portions of state Routes 14, 9 and 173 running through Salem.

The action allows Berlin to send a letter to the Ohio Department of Transportation confirming the city’s desire to accept the award the administration just learned about after the last council meeting. The confirmation must be submitted in early November, before council meets again.

According to the award, ODOT will cover 95 percent of the construction cost, or $903,110. The total local contribution by the city will be $128,532. The total project cost is $1,031,642 covering construction and engineering.

Berlin explained that only the paved portions of the roads will be done, not the concrete portions. The city had received the same grant in 2014 and had those same state routes done.

The mayor said those same routes are in need of work again, so they applied for the small cities grant in June to secure the funds. The project won’t take place until 2023 or 2024.

In other business, council agreed to cancel the meeting on Nov. 2, which is Election Day, since the council chamber serves as a polling place. Unless a special meeting is needed, council won’t be meeting again until 7 p.m. Nov. 16.

Councilwoman Cyndi Baronzzi Dickey also announced a tentative date for the Committee of the Whole to meet at 6 p.m. Oct. 26 regarding the possible use of council contingency funds for the McCulloch Park renovation being promoted by Salem Preservation. She noted the Rules & Ordinances Committee met Monday to further discuss the International Property Maintenance Code and vacant property ordinances.

Council also: approved an ordinance related to front yard parking; approved an ordinance authorizing the Board of Zoning Appeals to grant variances related to fence regulations for properties with lots fronting two streets; authorized the use of up to $50,000 in American Rescue Funds to purchase a powered lift system and Stairpro for the city ambulance; authorized the use of $25,000 in American Rescue Funds for a storm water management interim response action report required by the Environmental Protection Agency; approved changes regarding various codified ordinances; and allowed the mayor to reaffirm the city’s participation in the Columbiana County Major Crimes Task Force mutual aid agreement.

During pleasure of council, Councilman Steve Faber offered condolences to city street worker Sean Smith and his brother Pat on the loss of their father. He also offered prayers at the beginning of the meeting for former city workers and others fighting illness.

Councilman Dennis Plegge reminded residents the city Halloween parade will be 7 p.m. Oct. 27 starting at the Memorial Building and traveling west on East State Street and ending at South Broadway.

Dickey also issued a reminder for motorists to watch out for trick or treaters. Trick or treat in the city is from 5:30 to 7 p.m. Oct. 31.
