Preliminary work begins on Cleveland St. Suites housing - Woodland Daily Democrat

A small parcel of land off Main Street in downtown Woodland is being cleared to make way for 16 apartment-style homes.

This past week, cracked concrete and asphalt, weeds and detritus were being scraped away on the vacant lot on Cleveland Street, less than a half-block south of Main for the project approved by city planners last August.

When completed, the Cleveland Street Suites project by David Snow’s SZ Downtown Partners would be another infill project that offers new housing within walking distance of restaurants, theater and other amenities in downtown.

The work is underway because the 14-unit  Downtown Suites project at the northeast corner of Lincoln Avenue and Third Street is nearly completed with only a little more interior and exterior work remaining.

Planners had to ratify a subdivision map for the .61-acre parcel. Up until the late 1990s, the site served as an automotive repair garage.

Located just south of a gas station, the development is expected to feature 16 apartment-style homes, accessible via two driveways off Cleveland. St. John’s United Church of Christ and Bank of the West are on the west side of Cleveland Street. West Auctions, a single-story office building, is located to the south.

Cleveland Street Suites, like that of Downtown Suites, is in keeping with city policy to promote infill development, particularly housing. The townhomes are being designed — and would be sold — with millennials, empty nesters and first-time buyers in mind.

According to project documents, each of the Cleveland Street Suites apartments would range from 1,042- to 2,860 square feet in size, with an average lot size of 1,649 square feet. Lot sizes would range from 20- to 41 feet in width and 52- to 70 feet in depth.

The lots would be individually owned with residential units ranging from 1,042 square feet for two bedrooms, and 2,860 square feet for three-bedrooms.

City documents also indicate that since the property was previously developed it didn’t warrant a full environmental review. But because the site did once service vehicles and because of the gas station to the north a soil analysis was done. That study showed no “significant environmental concerns.”

City staff also noted in a report the development would generate fewer than 50 vehicle trips a day, meaning there was no need for a parking study.

According to the city’s report, Snow’s subdivision meets city policy objectives by redeveloping an underutilized parcel within the Downtown Specific Plan area and would provide “missing middle” housing which is necessary for those who need to move out of apartments but don’t have enough money to afford a single-family home.

The project is conditioned to orient some of the residential units to face Cleveland Street or create the appearance that they front Cleveland Street with extended patios/stoops and window placement also oriented toward Cleveland.
